Digital maturity assessment frameworks are methodological tools designed to analyze and measure the level of digitalization within an organization. By relying on a structured set of criteria and indicators, these models enable an objective evaluation of digital capabilities , the identification of strengths and weaknesses, and the definition of evolutionary paths to improve efficiency, effectiveness, and innovation in processes.

The main objective of using these frameworks is to support organizations — including Public Administrations — in becoming aware of their digital status and in strategically planning transformation initiatives . In particular, they make it possible to monitor progress over time, benchmark against external references, and align technology investments with policy goals and citizen needs. Typical dimensions analyzed in a digital maturity model include: technological infrastructure, data management, service digitalization, staff digital skills, governance and leadership, cybersecurity, and user-centricity.

In the Public Administration, such models are a key element in driving digital transition in a systematic way, promoting evidence-based approaches and ensuring consistency across digital initiatives. The adoption of a shared framework also facilitates comparability among institutions, promotes the dissemination of best practices, and supports the achievement of national and European digitalization goals.

The digital maturity assessment model DIGITS, that has been defined for the project, is structured around six core domains that reflect the critical dimensions of digital transformation in Public Administration. It offers a comprehensive and structured approach to evaluate an organization’s digital capabilities, supporting strategic planning and continuous improvement. In the following section, sub-domains and themes are identified for each domain.

Digital Infrastructure

Assesses the availability and quality of digital networks, system and security infrastructures, and the level of development of digital services for citizens and businesses.

Information

Focuses on the digitalization of internal processes, data quality and management, interoperability, and compliance with privacy regulations.

Intangible Assets

Evaluates staff training programs, skills assessment practices, and the presence of a collaborative and innovation-oriented organizational culture.

Technology

Analyzes the adoption of emerging technologies.

Governance and Digital Strategy

Examines the organization’s capacity to plan and manage digital initiatives, secure funding, ensure leadership commitment, and coordinate across departments.

Sustainability and Social Impact

Measures the environmental sustainability of digital initiatives and the extent to which digital inclusion and citizen participation are promoted.
