The Single Digital Gateway (SDG) project is an initiative based on the European Regulation 2018/1724, aimed at facilitating access to information and a range of online public services aimed at citizens and businesses within the European Digital Single Market.
State-of-the-Art in South Adriatic
Here you find a brief of the SoA in the South Adriatic regions regarding the level of development and recent enhancements of Digital Infrastructures. These contents represent the results of an assessment on digitalisation conducted within public entities of the involved regions by local working groups.
🇮🇹 SoA in Italy
Half of the municipalities with more than 20,000 inhabitants have a bandwidth availability above 100 Mbps, but nearly all of them have more than 10 Mbps. However, smaller municipalities face connectivity challenges: over 80% of municipalities under 5,000 inhabitants have contracts with bandwidth below 100 Mbps, and for the 30% is less than 10 Mbps.
Backup lines are available in over 80% of large municipalities (>100,000 inhabitants) but only in about 43% of the smallest ones.
Cybersecurity is an essential element in the strategic direction of about half of the municipalities. But awareness, skilled resources and training in this field is still fundamental since phishing is the most common cause behind security breaches, there is limited implementation of incident management protocols and the 10% of entities do not even know whether they had cyberattacks.
APULIA Region
Small (<5000 inhabitants), intermediate (5000-15000), medium (15000-50000), large municipalities (more than 50000). Small municipalities are not considered due to the low number of respondents.
Results show that Digital Infrastructure is one of the most developed domains among municipalities in the Apulia Region, with a predominantly medium-to-high level of digital maturity across all municipality size classes. Most municipalities are positioned in the medium maturity band, while a significant share has already reached high maturity, confirming the widespread availability of core digital infrastructures and services.
The analysis highlights a strong alignment between the two main themes of the domain: Digital Infrastructures (including connectivity, systems infrastructure and cybersecurity) and Digital Services. Municipalities with more advanced technical infrastructures generally also provide more accessible, user-friendly and structured digital services for citizens and businesses, suggesting that infrastructure capacity and service delivery evolve in parallel.
Differences between large, medium and intermediate municipalities are limited. Medium and intermediate municipalities display particularly stable maturity profiles, while large municipalities show slightly greater variability but still maintain overall positive results. Low maturity levels remain marginal across all groups, indicating that fundamental digital capabilities are now broadly established.
Despite these encouraging results, the domain has not yet reached full consolidation. The prevalence of medium maturity suggests that many municipalities are still in a transitional phase, where essential infrastructures and services are in place but are not yet fully optimized, scalable or consistently maintained. Strengthening cybersecurity systems, improving operational resilience and ensuring the continuous evolution of digital services remain key priorities to achieve higher levels of digital maturity.

MOLISE Region
Small (<1000 inhabitants), medium (1000-2500), larger municipalities (2500-8000). The 4 bigger cities are not considered in the analysis.
Results show a clear maturity gradient by municipality size: small and medium municipalities are consistently positioned in the medium maturity range, while larger municipalities are predominantly in the high maturity range. In the Digital Infrastructure domain, all size classes display a generally solid profile, with low maturity remaining marginal and with development concentrated around the two core themes of Connectivity and Digital Services. Across the region, technical infrastructure and service delivery appear to evolve in parallel, suggesting a balanced digital development path without major structural bottlenecks between back-end capabilities and citizen-facing services.
Larger municipalities lead in both digital technical foundations and service delivery, while medium and small municipalities show slightly lower but still well-aligned performance. This pattern confirms that the two themes are strongly synchronized within each size class, with no meaningful mismatch between infrastructural capacity and digital service provision. As a result, the Digital Infrastructure domain emerges as one of the most balanced components of regional digital maturity.

🇲🇪 SoA in Montenegro
Both Digital Infrastructure and Digital Services fall within the medium maturity category, indicating that foundational digital capacities are partially established across institutions. A slightly better performance of Infrastructure over Services suggests that institutions have made more progress in establishing technical and structural digital foundations than developing operational digital services. At the same time, the limited number of high-level responses in both themes indicates that digital infrastructure remains only moderately developed and unevenly implemented across the IPA structure.
