Montenegro Ministry of Finance

The Ministry of Finance of Montenegro, through its Directorate for Finance and Contracting of the EU Assistance (CFCU), is responsible for implementing activities that enhance institutional efficiency, financial governance, and digital transformation in the Montenegrin public sector.

Main responsibilities and activities:

  • Participating in the development of the Joint Strategic Model for digitalisation and simplification of public administration processes across partner countries;
  • Preparing a national Operational Plan defining the actions and competences needed to improve Montenegro’s administrative efficiency and transparency;
  • Implementing a pilot action focused on the digitalisation of public administration through the development of two integrated systems:
  • the IPA III Information System, designed to improve planning, monitoring, and management of EU financial assistance;
  • and the Document Management System (DMS) for more efficient internal communication, workflow automation, and secure data sharing across institutions;
  • Providing technical support to Montenegrin authorities in strengthening governance processes, enhancing accountability, and ensuring harmonisation with EU standards;
  • Engaging in capacity building, workshops, and knowledge exchange to improve staff competences in digital administration and EU fund management;
  • Coordinating with other Montenegrin institutions, including the Ministry of European Affairs, for alignment with the Public Administration Reform Strategy and ongoing digitalisation efforts;
  • Actively participating in the GOVERNANCE Multifunctional Hub (Platform) and Transnational Working Groups, promoting exchange of good practices and supporting interoperability among partners.

As highlighted by the Government of Montenegro, this initiative represents a key milestone in building a modern and transparent administration, where data-driven management and user-oriented services become the foundation for effective governance.
