SASPAC

The State Agency of Strategic Programming and Aid Coordination (SASPAC) plays a pivotal role in strengthening governance and digital capacity in Albania, especially in relation to the EU pre-accession process and the improvement of public service delivery mechanisms.

SASPAC contributes its institutional experience in coordinating national and regional EU financial assistance programmes, monitoring their implementation, and supporting decision-making structures for projects of national importance.

Main responsibilities and activities:

  • Contributing to the development of the Joint Strategic Model for digitalisation and simplification of public administration processes across partner territories;
  • Preparing an Operational Plan specifically designed for Albania, identifying actions, competences, and stakeholders involved in enhancing the efficiency of digital public services;
  • Implementing a pilot action focused on the development of IT tools for digital public service delivery, aligning Albania’s digitalisation framework with EU standards and facilitating interoperability among government platforms;
  • Supporting capacity building and training activities aimed at improving public officials’ knowledge in EU Cohesion Policy, project programming, and management of EU funds;
  • Facilitating knowledge transfer and networking between Albanian institutions and other partners through study visits, workshops, and participation in the Multifunctional Hub (GOVERNANCE Platform);
  • Promoting the harmonisation of Albania’s administrative and digital systems with EU practices, contributing to the broader EU pre-accession efforts of the country.

Through these contributions, particularly the pilot on digital service delivery tools, which supports Albania’s transition to a fully digital and citizen-oriented administration, SASPAC reinforces its mission of coordinating and optimising foreign assistance.
