PNRR, first results on digitalization – ‘online applications’ prototypes

This initiative is part of the “1,000 experts” project, specifically under the “Digitalization Task Force” line. In summary, digital procedures have been designed and activated to simplify processes for technicians, and consequently for citizens, in the fields of seismic deposit and quarries and peat bogs

As part of the activities promoted by the PNRR and coordinated by the project managers of the Molise Region, the digitalization project “Online Applications”, developed by Molise Dati S.p.A., is taking shape. The initiative was created to simplify and speed up citizens’ and professionals’ access to Public Administration services, reducing time, costs, and bureaucratic complexity.

Objectives and scope of the initiative

The project has clear and concrete goals:

  • digitalize the main regional administrative procedures;
  • allow citizens and professionals to submit applications, requests, and authorizations entirely online;
  • ensure greater transparency, traceability, and security in document flows;
  • reduce the use of paper and management costs;
  • promote a Public Administration that is more modern, accessible, and responsive to the needs of the territory.

Technical methodologies and operational approaches

  • “Online Applications” is based on an integrated digital platform that uses:
    • intuitive and responsive web technologies, accessible from any device;
    • secure authentication systems (SPID, CIE, CNS);
    • automated digital workflows for internal case management;
    • interconnection with other databases and regional/national platforms;
    • support and training for operators to ensure effective use.
    • The operational approach follows a user-centric model, designed around the real needs of citizens and offices, with a simplified and accessible interface.

Main challenges of the project

  • cultural resistance to digitalization;
  • the need to standardize heterogeneous administrative processes;
  • ensuring data security and protection;
  • supporting small entities with limited resources.

Solutions adopted include

  • targeted training for employees and operators;
  • manuals and interactive guides for citizens and professionals;
  • real-time performance monitoring systems;
  • adoption of security and privacy standards in line with GDPR.
