The Ministry of European Affairs of Montenegro (MEA) plays a key institutional and strategic role in the GOVERNANCE Project, ensuring that national actions support Montenegro’s EU integration and public administration reform agendas.

Main responsibilities and activities:

  • Contributing to the elaboration of the Joint Strategic Model for digitalisation and simplification across partner territories, ensuring full alignment with Montenegro’s Public Administration Reform Strategy (2022–2026) and the EU acquis;
  • Preparing the Operational Plan for Montenegro in collaboration with the Ministry of Finance and national institutions, defining the necessary actions, capacities, and stakeholders for efficient digital governance;
  • Implementing a pilot action focused on institutional coordination and policy harmonisation, aiming to strengthen administrative structures involved in managing EU funds and strategic planning;
  • Supporting the integration of digital solutions for public sector performance monitoring and reporting, improving data-driven decision-making and policy evaluation capacity;
  • Overseeing communication and visibility activities for the GOVERNANCE Project in Montenegro, including public events, workshops, and awareness-raising campaigns on the benefits of digital governance;
  • Facilitating capacity building and training programmes for civil servants to improve understanding of EU Cohesion Policy, digital administration, and project management;
  • Collaborating within the Multifunctional Hub (GOVERNANCE Platform) and Transnational Working Groups, sharing Montenegro’s experiences in institutional reform and cross-border cooperation.

Through these activities, the Ministry of European Affairs ensures that the GOVERNANCE Project contributes directly to Montenegro’s EU pre-accession efforts, fostering institutional modernisation, digital innovation, and administrative transparency consistent with European standards.
