
Avansis Online is a digital platform implemented by Caracal City Hall, in Romania, with the goal of improving the delivery of public services in relation to citizens.
Active since November 2023, the platform is accessible 24/7 and allows both authenticated and non-authenticated users to interact directly with the local administration through a single digital interface.
Registered users can create a personal profile (as individuals or legal entities), view the history of submitted requests, and download official documents issued by the administration. The platform also enables the submission and real-time tracking of documents such as tax declarations, public transport permits, and other administrative applications.
The system is based on a modular architecture that allows for scalability and adaptability to other local contexts. A concrete example of its replicability is the recent adoption of the platform by Drobeta Turnu Severin City Hall, also in Romania.
This initiative was implemented within the framework of the Interreg Europe SHARING project and aims to improve the institutional capacity of public administrations in terms of long-term planning, strategic thinking, and evidence-based decision-making.
According to data shared by the municipality, since the introduction of the platform there has been a 40% reduction in in-person visits to municipal offices and a 30% reduction in document processing times. These results demonstrate the effectiveness of digitalising administrative procedures in terms of simplification and increased citizen satisfaction.
The platform stands as a tangible example of how local authorities can enhance their institutional capacity and the quality of public services by deploying accessible, user-oriented, and replicable digital tools. [source]
