Montenegro is taking major steps toward a fully digital public administration, positioning itself as a regional leader in digital transformation. In February 2025, the Government of Montenegro adopted the Public Services Digitalization Plan 2025–2027, a strategic roadmap designed to enhance efficiency, transparency, and accessibility of public services for citizens and businesses alike.
The plan defines clear actions to modernize the interaction between citizens and government institutions—ranging from e-government infrastructure upgrades to the creation of integrated online service platforms.
Key objectives include
- Simplifying administrative procedures – Introducing digital forms and data exchange between institutions to minimize paperwork and in-person visits.
- Enhancing transparency – Allowing citizens to track the status of their requests in real time through digital monitoring systems.
- Improving accessibility and inclusivity – Expanding digital literacy initiatives and ensuring services are available to all, including persons with disabilities and those in remote areas.
- Strengthening data security – Applying advanced security protocols to ensure the highest level of personal data protection.
Planned initiatives
- A unified e-government platform consolidating services such as ID issuance, tax payments, and employment registration.
- Digital municipal offices across all local governments, bringing public services closer to citizens.
- Capacity-building programs for public servants and citizens to ensure smooth adoption of new digital tools.
The Plan has been recognized by IT experts and international partners as a model of good practice in Southeast Europe, thanks to its comprehensive design and clearly defined implementation timeline.
As Montenegro accelerates its digital transformation, the country is placing citizens at the heart of innovation—building a more efficient, transparent, and inclusive public sector for the future.
