Italy is rapidly improving the digitalisation of public services, while still struggling to close gaps in digital skills and the ICT workforce, according to the European Commission’s Digital Decade 2025 country report.Italy’s score for digital public services for citizens rose to 83.6 (DESI 2025, year 2024) and for businesses to 80.9, alongside progress in eHealth and the rollout of platforms such as PagoPA, the IO app and the National Digital Data Platform (PDND). However, only 45.8% of Italians have at least basic digital skills and ICT specialists represent about 4.0% of total employment, both below EU ambitions, prompting further national initiatives to boost training and digital facilitation services.
