Open Data Maturity Report 2025: Italy among the leading countries in Europe

The Open Data Maturity Report tracks progress made in 36 countries (27 Member States, 3 EFTA countries and 6 candidate countries) in promoting the publication and reuse of open data, identifying areas for improvement and providing an overview of best practices.

Based on the assessment contained in the 2025 report published by the Publications Office of the European Union, Italy has recorded a marked improvement in its open data maturity index, ranking 5th compared to 8th in the previous year.

There has been a 1.8% increase in the open data maturity index compared to the previous year, corresponding to a rating of 95.6% (well above the European average of 86%), which allows the country to continue to be included among the so-called “trendsetters”, i.e. those countries that anticipate and lead trends in open data.
