In 2025, Montenegro accelerated its digital transformation through reforms in education, judiciary, cybersecurity, interoperability, and artificial intelligence. Key developments include the launch of the Digitalisation Strategy for the Judiciary 2025–2028, the creation of the unified eAcademy for digital skills training, and the strengthening of cybersecurity through new legislation aligned with the EU NIS2 Directive and regional initiatives such as the Western Balkans Cyber Capacity Centre. Montenegro also expanded interoperable public services through the JSERP electronic data exchange system and advanced national AI readiness with new policy assessments and institutional cooperation.
